Board Members

Overview

Governance in CAAB, is underpinned by legislative prescription as contained in the Civil Aviation Act. The Act establishes the Board as a policy and strategic arm of the CAAB. The Civil Aviation Act prescribes who may or may not be a Board member.

The Civil Aviation Act provides that the Board shall consist of a Chairperson and not less than four members but not more than eight other members one of whom shall be the Chief Executive Officer. The Act further highlights that the Chief Executive Officer shall be an ex-officio member of the Board.

In appointing Members of the Board, the Act requires the Minister to ensure that Members possess demonstrated experience and capability in a relevant discipline including, but not limited to, air transportation, industry, commerce, finance, law, engineering or government. Set out below are the profiles for all CAAB Board members.

Bogopa
Mr. Basimane Bogopa
Chairperson

Mr Basimane Bogopa is the managing partner of the Law Firm Bogopa, Manewe, Tobedza & Co law firm. He was admitted as an Attorney of the High Court of Botswana in March 2001. He is the Head of the Firm’s conveyancing department. With over 14 years’ experience in the legal profession he has gained valuable experience in civil litigation, criminal litigation, conveyancing, and commercial law.

Armed with a Master of Laws in International Trade Law (Contracts and Disputes Resolution) LLM from the University of Turin, Mr Bogopa has now extended his competence and practice to include International Trade, International Investment Law, International Taxation, Competition Law, Arbitration, Mediation, the Multilateral Trading System (World Trade Organisation, International Contracts, Insurance Law, Joint Ventures, Mergers and Acquisitions, Trade Customs and Trade Remedies, Corporate Governance, The European Union and Its Institutions, The European Common Commercial Policy, The Functioning of the European Commission, Dispute Settlement Mechanisms and Procedures of the WTO).
He is the Chairman of the Human Capital Committee of the Board of the Civil Aviation Authority of Botswana. He was appointed to the CAAB Board in November 2018.

Dr Bao Rasebolai Mosinyi
Chief Executive Officer and Ex Officio Board Member

Dr Bao Rasebolai Mosinyi appointed Chief Executive Officer of the Civil Aviation Authority of Botswana (CAAB) on the 01st July 2021.
An Aerospace Engineer, he is armed with a broad experience in Aviation and Aerospace matters acquired in a period spanning over 20 years. His extensive experience has seen him working for an Aviation Regulator, an Airline, Aircraft Manufacturer in addition to an Aircraft Engine Manufacturer in the United States of America.

Dr Mosinyi, a citizen of Botswana, joined CAAB from Pratt & Whitney where he held the position of Associate Director. He had previously served at the US Federal Aviation Administration as a Senior Research Engineer and at Airbus as an Aircraft Structures Engineering expert.
Bao Mosinyi holds both Bachelor and Master of Science degrees in Aerospace Engineering from Embry-Riddle Aeronautical University, and a Doctor of Philosophy in Mechanical Engineering & Mechanics from Drexel University – specializing in Aircraft Structures. He also holds an MBA degree (Strategy & Finance) from Duke University’s Fuqua School of Business.

Hendrick
Major General Hendrick Thuthu Rakgantswana
Board Member

Major General Hendrick Thuthu Rakgantswana is a Captain with over thirty (30) years’ experience. He was appointed to the CAAB Board on 1 May 2021.
He is currently the Air Arm Commander in the Botswana Defence Force (BDF). Major General Rakgantswana has served the Botswana Defence Force in various roles such as Air Base Commander, Director of Air Operations, Squadron Commander, VIP Operations for Presidential Flights and Instructional Operations.

Major General Rakgantswana is a graduate of the University of Nairobi in International Studies. The General, has specialized in Diplomacy and International Relations, Strategic Planning and National Security, Warfare Planning (Operational Level), Military Air Transport Captain, VVIP Captain, International Procedures/ Corporate Aircraft Operations. His career has taken him to international institutions including Canada, USA, India, Tanzania.
He has served in several Regional and International Military exercises and continue to serve various Working Committees globally.

Ms Kaone Kamanakao
Board Member

Kaone Rubicellé Kamanakao is a decorated Commercial Pilot, Flight Instructor and an International Civil Aviation Organisation (ICAO) Aviation Safety Inspector. She was appointed to the Board of the Civil Aviation Authority of Botswana (CAAB) in May 2021, bringing with her over 10 years of varied aviation experience.

At the age of 21, Miss Kamanakao received her Commercial Pilot License from Blue Chip Flight School in Pretoria, Republic of South Africa where she was honored with the 2012 South African Designated Flight Examiner Award for demonstrating a superb level of aircraft handling and professionalism. She received her Flight Instructor’s Rating from the same school. After graduating she became a flight instructor at Botswana Flying Academy.
Kaone has previously worked as a Line Pilot, Training Captain, Flight Operations Manager. She has also held the position of Flight Operations Inspector with CAAB. Before joining the Board, Miss Kamanakao had been working as an Aviation Ground Manager for Wilderness Air Botswana. A graduate of the Young African Leaders Initiative (YALI). Kaone is also the Executive Director of the "Girl Fly Program in Africa Foundation (GFPA) Botswana" and the Founding President of "Women in Aviation: Botswana Chapter. Both organizations have been set up for the mentoring and education for women and girls in the aviation and aerospace industry.
She is the Chairperson of the Human Resource and Remuneration Committee of the CAAB Board.

Mr Montebedi Joseph Motse
Board Member

Joseph Montebedi Motse, Certified Public Relations Practitioner (PRP)
(Public Relations Institute of Southern Africa – PRISA; 1994) is a Brand Management, Communications and Marketing Specialist with more than 25 years of experience. He was appointed to the CAAB Board on 1st March 2021.

A double Bachelor of Science in Travel & Tourism Management, and in Hospitality, Sales & Meeting Management graduate of the Johnson & Wales University in Rhode Island, USA. Joe, as affectionately called, has held Managerial and Executive positions in different organizations in Botswana. He is a former Member of the Board of Directors at Air Botswana and is the current Chairperson of the Hospitality & Tourism Association of Botswana (HATAB) Executive Committee,
He has previously held Senior positions Botswana Tourism Board as the Founding Marketing Manager, at Cresta Hospitality as the Group Sales & Marketing Manager, at Air Botswana as the Commercial Director and at Debswana Diamond Company as Communications Manager, Orapa & Letlhakane Mines and at Head Office as the Group Internal Communications Manager.
Joe has attended several International Air Transport Association Aviation Courses (IATA). Joe Motse is Owner and General Manager of Transjoe Investments, a parent company of Transjoe Tours (a tour operator and facilitator) and MarketLinkz (a Sales & Marketing, Representation, and Business Training Company).

Ms Martha Basadi Seipato
Board Member

Ms Seipato is a founding Director of BASMOD (Pty) Ltd. Ms Martha Basadi Seipato, a Fellow Chartered Accountant (FCA/FCCA), was appointed to the CAAB Board on the 01st March 2021.
Ms Seipato has accumulated more than 25 years of experience serving in Management, Senior Management and Executive Positions in various sectors in Botswana.

For 11 years, she was with Botswana Life Insurance where she held several leadership positions including Finance Manager Corporate Services, Relationship Manager Employee Benefits and Operations Manager – High Value Corporate Business. She has also worked for Motor Vehicle Accident Fund as Head of Finance/Senior Manager Finance and Administration. Ms Martha Basadi Seipato is a founding Director of BASMOD (Pty) Ltd her own Consultancy firm.
She is also a member for Botswana Institute of Chartered Accountants (BICA) and Association of Chartered Certified Accountants (ACCA). She was previously Finance and Administration Manager at Fairground Holdings and at Competition Authority.
Ms Seipato holds a Master of Business Administration (MBA) from University of Derby. She has attended a Management Development Program (MDP) at University of Stellenbosch and did a Certificate of Proficiency (COP) from the Insurance Institute of South Africa. She has completed several programs in Strategic leadership, Corporate Governance and Compliance.
Ms Seipato sits in the Finance, Audit, Risk and Compliance (FARC) Committee at BA ISAGO University.
