Governance in CAAB, is underpinned by legislative prescription as contained in the Civil Aviation Act. The Act establishes the Board as a policy and strategic arm of the CAAB. The Civil Aviation Act prescribes who may or may not be a Board member.
The Civil Aviation Act provides that the Board shall consist of a Chairperson and not less than four members but not more than eight other members one of whom shall be the Chief Executive Officer. The Act further highlights that the Chief Executive Officer shall be an ex-officio member of the Board.
In appointing Members of the Board, the Act requires the Minister to ensure that Members possess demonstrated experience and capability in a relevant discipline including, but not limited to, air transportation, industry, commerce, finance, law, engineering or government.
