Overview

Botswana as a Contracting State to the Convention on International Civil Aviation has an obligation to ensure that Aviation Security and Facilitation (AVSEC/FAL) services in Botswana are provided as per the Standards and Recommended Practices (SARPs) contained in Annex 17 and security related provisions of Annex 9 to the Convention on International Civil Aviation and the requirements contained in the associated ICAO Documents.

CAAB is committed to providing world class safe, secure and efficient aviation services. To achieve this, under the office of the Appropriate Authority the CEO of the CAAB, Aviation Security and Facilitation Oversight (ASFO) was formed in April 2014 and began its operations in May 2015. The directorates responsibilities include but are not limited to the following.

a)   Ensure civil aviation security in Botswana

b)   Monitoring the implementation of security at Airports, aircrafts, couriers, and catering operators just to mention a few, to prevent unlawful acts against civil aviation.

c)   Approvals of operator security programmes, certification of security personnel and ensuring the promulgation of civil aviation security legislation.

Functions and Responsibilities of ASFO

ASFO is responsible for discharging the mandate of the Appropriate Authority through a process of delegated authority in line with the provisions of the Civil Aviation Act 2011 and the Aviation Security Act 2011 as follows;

1.Oversight of Aviation Security and Facilitation in Botswana.

2. Approval of operator security programmes for airports, airlines, regulated agents, aviation security training organisations, catering operators and other providers of aviation security services.

3. Monitoring the implementation of security at airports, in aircraft, of staff, of crew, cargo, courier, express parcel and postal mail, of catering operators and other concerned persons for the purpose of:

  • Protecting passengers, crew members, staff, aircraft, the airport, airport activities and airport buildings;
  • Preventing unlawful acts against civil aviation;
  • Taking appropriate action when an unlawful act occurs or is likely to occur.

4. Conducting tests of security measures to assess their effectiveness.

5. Conducting surveys, inspections, audits and investigations of security standards and operating procedures of airports, airlines, regulated agents, catering operators and other providers of aviation security services, reporting any lapses and weaknesses in security measures and recommending procedures for their correction.

6. Ensuring that persons carrying out screening operations are certified according to the requirements of the Screeners Certification Programme to ensure that performance standards are consistently and reliably achieved;

7. Ensuring that persons conducting training of aviation security are certified according to the requirements of the National Civil Aviation Security Training Programme to ensure that performance standards are consistently and reliably achieved.

Passengers Information
Security measures are taken to inspect persons and property being brought into  restricted areas of airports and on all departing passengers, baggage and cargo. Refusal to submit to inspection will result in prohibition to enter an airport  restricted area or to board an aircraft.
There is an international restriction on the carriage of Liquids, Aerosol and  Gels (LAGs) on board aircraft.  Passengers are allowed to carry a total of 100 ml  in a Security Temper Prove Bags (LAGs) in their carry-on baggage.A passenger who has taken excess alcohol will not be allowed access into any airport restricted areas or board the aircraft.

Access to departure lounges and to board flights is through production of:
1. A ticket and a valid boarding pass.
2. National Passport (for all international travel and none citizens).
3. National Identity Cards for domestic travel for Botswana Nationals only.
Non-citizens are required to produce National Passports for all local travel.

The following is required from all passengers: 
1. Not to leave items of baggage unattended at any time while in an airport terminal building.
2. Not to place dangerous or restricted goods in personal baggage.
3. Not to accept baggage for carriages from other persons, if you do, passengers are required
to declare it to the airline. (They may be carrying dangerous goods, devices or other items
exposing them to danger and/or criminal prosecution as an unwitting accomplice).
4. Items accepted from other persons, to be declared at check-in for inspection. Electric or
electronic devices have the potential of being used to conceal explosive devices.
5. Baggage containing electric or electronic devices should be declared at check-in. If not
declared such items and are discovered, the airline may refuse to carry the baggage.
6. The following items are forbidden in the departure lounges and flight cabin:

a. Weapons including toy weapons
b. Scissors
c. Blades
d. Flammable liquids
e. Sharp instruments
f. Knifes
g. Umbrellas
h. Syringes and needles
i. Crackers or similar objects

7. At the Passenger Screening Points
Passengers are required to place the following items in a tray for separate X-ray screening or physical search:
    a. Laptop computers (removed from their cases). The passenger may be required to       turn     it   on.
b.  Coats and jacks
c. Large cameras
d.  Keys and coins
e.   Belts
f.  Mobile phones
g. Shoes
h. Wrist watches and necklaces
i.  Purses

  • All vehicles are to be parked in the car park for a limited time, for example, five days for persons who are travelling by air.
  •  The car park may have specific parking areas, depending on the length of stay in the parking area.

Civil Aviation Authority is not liable for damage or theft of vehicle or property.

  • Parking is not allowed in front of terminal building or on restricted areas.
  • The public is only allowed access into public areas of passenger terminal buildings.
  • Access to departure lounges is restricted to travelers, with valid boarding passes.
  • Parties, rallies, campaigns and similar events are not allowed at airports. Events
    such as formal reception of celebrities, clubs, conference participants, etc, must
    be done through formal approval and the organizers will be required to comply with
    all security and public safety requirements
  • Loitering, soliciting and similar conducts are not allowed at airports.

Access to the airport is not allowed during night or off hours.

Persons making inappropriate comments concerning hijacking, carriage of weapons, explosives or any statement that may jeopardize public safety and security, at airports, may be prosecuted.

Passenger Identification at Airports
ATTENTION ALL TRAVELERS

Civil Aviation Authority of Botswana advises all persons who travel via all of Botswana`s Airports to put their safety and security into consideration.

To ensure compliance with the safety and security requirements for all travellers, measures have been put in place to require positive identification of all persons who travel by air through Botswana airports. In view of this, the following documents of identification are required from all air travellers.

Botswana Citizens

Botswana Passport and or national identification Card (Omang) for local travellers.

Botswana National Passport for international travel.

Non- Citizens

national passports

Infants who do not have passports

Birth Certificates and identified by the parent

Or an appointed guardian in the absence of the biological parent.

Identification will be verified by airline and security personnel at designated check points.
