Executive Management Profiles

Chief Executive Officer (CEO) - Major General Jefferson G. Tlhokwane (Rtd)
DCO, DSM, GKM, UNPKM (UNOMOZ), USAWC, LAME (UK), CPM (IDM), PGDMS (BCUC).

General Tlhokwane retired from the Botswana Defence Force (BDF) in 2009 where he served as Air Arm Commander, Deputy Commander and Chief of staff of the Force. He brings to CAAB a wealth of experience in aviation, logistics and strategic management.  He rose through the officer ranks of the Botswana Defence Force Air Arm from Licentiate Aircraft Maintenance Engineer to Chief Engineer and Air Arm Commander.  In his capacity as the latter he was the Principal Advisor to the Commander on all aviation matters.  The General is the founding Commanding General Officer of the Defence Logistics Command – responsible for all military logistics functions of the BDF and has operated at the strategic levels of the Force for over 19 years.  He has been deployed on various national and international assignments, including serving on the Board of the Civil Aviation Authority of Botswana, serving as Chairperson of the Logistics Working Group as well as the Standing Aviation Sub-Committee of the SADC Inter-State Defence and Security Committee. 
He is a qualified UK CAA licenced aircraft maintenance engineer (Cat A&C) and holds a Post Graduate Diploma in Management Studies.  He is a distinguished graduate of the United States Air War College, and an alumnus of the Africa Centre for Strategic Studies.  He is enrolled in the Honour Roll of the United States Air University.
 

Director, Finance - Patrinah Masalela

Ms.Masalela has over 24 years of experience in areas of Accounting, Finance, and Leadership. Her mandate with CAAB includes the development of short & long term business plans to ensure sustainability and reduction of government funding, and the setting up of systems to support the commercial endeavors of the Authority. Her vocational experience includes a Bachelor of Commerce Degree & a Master of Business Administration from the University of Botswana. She is also a Fellow member of the Institute of Chartered Management Accountants (UK).

Director, Air Navigation Services - Oganne Maroba

Mr. Maroba has previously worked for the Ministry of Works and Transport, Department of Civil Aviation 2003-2007, and has participated in government reform programs from 2003 to 2008.His mandate with CAAB includes provision and operation of efficient systems of air navigation services in Botswana and other countries where Botswana has undertaken to provide air navigation services and to direct and coordinate Search and Rescue missions.

Director, Air Transport - Eyob Estifanos

Mr. Estifanos mandate with CAAB includes developing, implementing and monitoring the Air Transport policy and economic framework, Training and development of Air Transport staff as well as the development of an effective mechanism to negotiate Bilateral Air Serveces Agreements with other countries. He hold a Msc Degree in Economic Policy Analysis (Economics) and a BA Degree in Economics fro Addis Ababa University, Ethiopia.

Director, Flight Safety - Olefile Boikie Moakofi

Mr. Moakofi is the head of Flight Safety Directorate, which is charged with the responsibility of ensuring that Botswana air service providers comply with the International Civil Aviation Organisation Standars and Recommended Practices (SARPs) and other internationally recognised aviation requirements. He is a qualified UK CAA licensed Aircraft Maintenance Engineer (Cat A&C) and holds Bsc Degree in Aerospace Studies from Embry-Riddles Aeronautical University, Daytona Beach, Florida, USA and is a member of the International Society of Air Safety Investigators. He has been in the industry for more than 33 years.

Director, Airports - Sekgele Kolo

His mandate with CAAB includes Responsibility for safe and efficient development, operation, management and maintenance of all CAABs airports / airfields, provision of airport security, airport marketing and licensing of private airports and airfields. Mr. Kolo’s vocational experience includes a B.Sc. in Civil Engineering Technology, Point Park College, Pittsburgh, USA.
