PROCEDURES FOR THE SUBMISSION OF A FLIGHT PLAN
1.Flight Plan in the Gaborone Flight Information Region (FIR)
A Flight Plan (FPL) shall be submitted in accordance with ICAO Annex 2, Para 3.3.1 and ICAO Document 4444 Air Traffic Management (ATM), Appendix 2 prior to operating any:
- IFR flight; and
- VFR flight;
- Within the Gaborone, except for local flights operated in the vicinity of an aerodrome
- Across the FIR boundary, i.e international flights
2.Time of Submission
Except for Repetitive Flight Plan (RPL), an IFR FPL shall be submitted at least 60 minutes (1 hour) prior to departure and a VFR FPL shall be submitted at least 30 minutes prior to the departure.
Pilots are obliged to get appropriate briefing before the flight and submit all necessary FPL associated messages (DLA, CNL, CHG) to the nearest Air Navigation Services Office.
All international flights shall submit appropriate FPL at least one hour before the flight.
4.Place of Submission
Flight Plans shall be submitted at the listed airports in person or by fax provided it is on ICAO Flight Plan Form. If a FPL is for a future date, the date shall be entered clearly in the item 18 (eg RMK/Date of Flight 20 June 2010). Pilots are advised to entire their telephone numbers item 18. In the absence of such offices at the departure aerodrome, a FPL shall be submitted by telephone to the nearest AIS unit/Air Traffic Services reporting Office.

It is the responsibility of the Pilot to phone the office direct to confirm that the FPL has been received.
5. Changes to the Submitted Flight Plan
All changes to a FPL submitted shall be reported as soon as possible to the appropriate Air Traffic Services unit. In the event of a delay of 30 minutes or more, the FPL shall be amended or a new FPL shall be submitted after cancellation of the old FPL.
