PERSONNEL LICENSING (PEL)
A Licensing office is an essential arm of a civil aviation regulatory body.
General
The Standards and Recommended Practices contained in ICAO Annex 1 on Personnel Licensing require certain identified categories of aviation personnel to hold a licence and appropriate competencies known as Ratings (in aviation terminology) plus a certificate of medical fitness to perform their respective job functions. In addition there are local requirements too, which have to be met. The Air Navigation Regulations and corresponding Implementation Procedures specify the legal and administrative provisions for all the licensing matters stated in the preceding paragraph. They also describe the steps to be followed by PEL staff when dealing with such matters.

How to obtain a Botswana Licence
Validation of foreign licence (Validation Certificate)
- A current PPL, CPL and ATPL issued by the licensing Authority of an ICAO member state may be recognised for the issue of a validation. A validation is a short term document, which facilitates the applicant to exercise foreign flight crew licence privileges in Botswana registered aircraft.
- All applicants are required to pass Botswana Airlaw examination
- Application for a validation should be made using form CA 61-02.9
- Prior to converting a licence CAAB would have established, by contacting the authority that issued the licence, that it is authentic and valid in every respect.
- Each validation will specify a maximum validity up to six months. However, this period will not extend beyond the expiry date of the applicants foreign licence or medical certification under any circumstance. Fees must be paid in accordance with the fee schedule

Conversion of Foreign licence to Botswana licence
- All applicants are required to pass Botswana Aviation Law examination
- All applicants are required to successfully complete a flight test with appropriately approved Botswana Delegated Examiner
- Application should be made using form CA 61-02.9
- A photocopy of the applicants foreign licence and medical certification
- A photocopy of the applicants flight test completed by Botswana Delegated Examiner
- All applicants are required to undergo a Botswana medical with an approved Botswana Aviation Medical Examiner.
- A photocopy of the applicants logbook
- Fees must be paid in accordance with the fee schedule
- Attach a confirmation letter of employment
- Attach a recent passport photograph
N.B. Botswana licence will clearly specify all privileges that have been granted and show appropriate limitations. Foreign type ratings held at the time of application for a Botswana licence will be endorsed if required, provided that the type is listed in the Botswana civil aircraft register.
Licence renewal procedures
- Application should be made using form CA 61-02.3C fourteen days together with the correct charge prior to the expiry date of their licences.
- Attach a passport size photograph
- An application for licence renewal will not be considered unless the applicant holds a valid Medical Certificate. This will require to be certified in the appropriate section on the application form.
- Commercial and airline Transport Pilots Licences will normally be renewed for a full period of ten years.
Replacement of a licence – Guidance for applicants
If you have lost a licence or it has been damaged in some way and you require a replacement please follow the following steps.
- Notify the Botswana police and obtain a copy of the police report
- Apply for replacement licence on form CA 61-02.9
- Attach a passport size photograph
- Fees must be pain in accordance with the fee schedule

An aircraft engineers’ license authorizes the holder to release an aircraft or component to service following maintenance work done by or under the supervision of the holder. CA Form 31 shall be used to apply for grant, validation, extension or renewal of an engineer’s license using a procedure set out in AEN 22.

CERTIFICATION
1. Airworthiness Certification
An aircraft shall not fly in or over Botswana unless it has a current and valid certificate of airworthiness issued or rendered valid by the State in which the aircraft is registered. The CAAB is the Authority for issuance, validation or renewal of certificates of airworthiness and special flight permits for aircraft registered in Botswana.
2. Registration of civil aircraft
An aircraft shall not fly in or over Botswana unless it has a valid certificate of registration issued by the Authority or the appropriate authority of an ICAO Contracting State. No aircraft shall be registered or remain registered in Botswana while registered in any other country. The requirements for registration of aircraft in Botswana are set out in BAR Part 47.
The procedure for registering an aircraft in Botswana is set out in AEN 12.
2.1. Type Acceptance Certificate
The type acceptance certificate (TAC) granted by the Authority in respect of an aircraft type design is a prerequisite for the issue of a certificate of airworthiness to aircraft registered in Botswana. The applicant shall provide evidence, to the satisfaction of the Authority, that the aircraft product type meets the applicable airworthiness design standards applicable at the date of type certification.
An application for the grant of a TAC shall be made to the Authority in writing, with payment of any appropriate fee, providing full details of the applicant, and full details of the aircraft and Type Certificate (TC) for which acceptance is sought.
2.2. 1.1.Certificate of Airworthiness
An aircraft that meets the requirements for certification shall not fly in or over Botswana unless it has a valid and current Certificate of Airworthiness (or equivalent document) issued by the State in which the aircraft is registered.
(a) Grant of certificate of airworthiness
An application for the grant of a certificate of airworthiness shall be made to the Authority on
CA Form 53, in accordance with the procedure set out in AEN 12. Unless revoked, a certificate of airworthiness issued by the Authority shall be valid for a period of twelve (12) months.
(B) Renewal of Certificate of Airworthiness
2.3. Export Certificate of Airworthiness
The Export Certificate of Airworthiness is a document issued to facilitate the export of an aircraft onto the register of another State. Such a document provides confirmation of a recent satisfactory review of the airworthiness of an aircraft or other product but does not authorize it for flight.
The Authority may issue an Export Certificate of Airworthiness when satisfied that the product conforms to the standards prescribed in BAR Part 21.
The applicant for the issue of an Export Certificate of Airworthiness shall be the owner or authorized by the owner, and shall provide satisfactory evidence that the product conforms to a type design applicable to the State of Import and any other requirements set out in AEN 36.
APPROVALS
1. Approval of Maintenance Programs, Maintenance Control manuals and Minimum Equipment Lists
Aircraft maintenance programmes/schedules and other documents used for maintenance and operation of aircraft are approved by the Airworthiness Inspectorate in conjunction with the Flight Operations Inspectorate. Such documents may be amended from time to time as necessitated by service experience, aircraft utilization, manufacturers’ recommendations. In any case, no amendments shall be embodied in the documents without prior discussion with and approval by the Authority.
2. Approval of changes to type certificates (i.e. modifications)
A modification or repair shall not be embodied to any part of an aircraft registered or operating in Botswana without approval from the Authority of the State of Registry, except those modifications and repairs called for by service bulletins (SB) or airworthiness directives (AD) from the State of Design.
2.1. An application for modification approval shall be made on CA Form 81 using a procedure explained in AEN 05. The application must be accompanied by full details of the proposed modification, together with a non-refundable application fee.
3 1.Approval of aircraft maintenance organizations
Organizations that wish to undertake maintenance of aircraft registered in Botswana are required to hold an appropriate approval granted by the Authority under the requirements of BAR Part 145.
The procedure for grant or renewal of the Certificate of Approval is set out in AEN 24. The application shall be made to the Authority on CA Form 45. The same form shall also be used for application for extension of the approval to include additional ratings and authorizations.
4. Evaluation, approval and monitoring of authorised persons(e.g. Delegated Examiners)

PERMITS AND AUTHORISATIONS
1.1 Special Flight Permit
The Authority may issue a special flight permit to the operator of an aircraft whose certificate of airworthiness is not in force, or to the owner of an aircraft that does not qualify for the issue of a certificate of airworthiness as specified in BAR Part 21 Subpart E.
(a) Permit to Fly
The Authority may issue a Permit to Fly in respect of non-type certificated aircraft (e.g. kit planes, microlights, balloons, etc.) Such aircraft are normally registered under Special category and do not qualify for a certificate of airworthiness.
An application for a Permit to Fly shall be made to the Authority on CA Form 2(1) in accordance with the requirements set out in AEN 35.
(b) Ferry Flight Permit
The Authority shall grant a Ferry Flight Permit to an operator of an aircraft or the holder of an air operator certificate issued under BAR Part 119 only for the purpose of flying the aircraft, whose certificate of airworthiness is not in force, to a place where maintenance, permanent repairs or alterations are to be performed; and provided that the operator provides the Authority with sufficient technical justification confirming that the aircraft is fit for the intended flight or journey.

Maintenance Organisations
